There was a gentle (trivial?) poll on the Radio 2 Jeremy Vine Show which pondered Britain's most flouted law.

Dropping Litter came out on top but there was specific mention of the rubber bands that are dropped by postmen.

I hadn't noticed this myself but, now that it's been pointed out, saw one on the way to work!

Word from the Royal Mail is that they're biodegradable.
